Zhou Wei, Peng Song and Wu Cheng were among five distinct officials who courted controversy by indulging in a luxury Japanese meal paid for out of public coffers before the stampede, alongside secretary for the Party committee on social work Sun Ganlin, vice district chief Cao Jinxi - all of whom have been put forward for disciplining.
