Recently a video that captured a Chengguan (municipal enforcement officer) in Zhenjiang, Jiangsu shouting “I bully the common people!” went viral on the Chinese web, since we really need more proof that Chengguan are assholes.

In the video, taken by a bystander, the Chengguan officer, surnamed Zhu, castigates a street hawker from whom he often takes food and cigarettes.

At one point, he starts shouting “I eat and drink what belongs to the Communist Party! Go sue me… yeah, I bully the common people!”

Thereafter, he admits on record that he took two packs of smokes from the hawker and threatens to close down his business next day.
