Officials of Yungai Village near Changsha, Hunan province spent 10 million yuan ($1.64 million) on a seven-story office building to house just eight people.

According to the Shanghai Daily, the debt incurred by the project will take the village over a decade to pay off. While the new building covers thousands of square metres, only six officials and two assistants work for the Yungai government.

Reports have also claimed that the building may have been illegally built, local land and urban management authorities allegedly issued a notice to suspend construction which was ignored by officials.
