Two people have been placed under "coercive measures" after three pedestrians were killed over the weekend by a falling signboard at a souvenir shop on Nanjing Dong Lu.

Shine reports that such coercive measures can include "force, bail, residential surveillance, detention or arrest," though no other details regarding punishment have been revealed. The pair, surnamed Li and Chen, were identified as the shop owners.

The Huangpu district information office also announced that other people are under investigation in relation to the incident.

The incident occurred on Sunday night outside a shop that had been selling souvenirs, electronics and other items. Three people were killed by a collapsed sign at 132 Nanjing Dong Lu, near the intersection of Sichuan Bei Lu. Another six people had to be taken to the hospital due to injuries.

The accident took place just 300 meters away from two of Shanghai’s most iconic tourist sites: the Bund and the Nanjing Road Pedestrian Mall.

Authorities say the shop owners had failed to make safety checks, conduct inspections and take extra precautions with its signboards ahead of typhoon season, despite multiple requests.

The Shanghai government has also ordered the relevant authorities to follow proper safety measures and eliminate potential hazards following the incident. Those who fail to carry out regular inspections will be held accountable.
