Disturbing news from Beijing, at least two foreigners in the capital have had their dogs beaten to death in front of them after failing to provide the proper paperwork.
In an email sent to The Nanfang and The Beijinger, an English expat working at a top international school recounted how two chengguan (urban management and law enforcement officials) accosted him on the street while he was walking his dog. When he failed to provide the proper paperwork, the officers restrained him while they beat the dog to death before his eyes.
The main message here is that if you do not have the registration papers, the police are completely unwilling to assist you in any investigation. They told me that if I don't have legitimate documentation then my claims are meaningless. The strongest message for pet owners is to be on the look out and to have these documents with them at all times. If you say you're still applying for them, it's meaningless.
The owner said that "at least two of them were a bit drunk", and all seemed to have been drinking.
This doesn't seem to have been an isolated incident, another dog owner shared a similar story on WeChat of his dog being killed in a similar fashion:
