"How Will British Passport Office Strike Affect Brits in China?"

Am trying to renew my son's UK passport and having all sorts of problems contacting the Shanghai UK Visa Application Centre - their email: shanghai.hmpo@vfshelpline.com doesn't appear to be functioning... any advice/help greatly appreciated.
