Hong Kong legislative council (LegCo) member Albert Ho was photographed flicking through images of bikini-clad women during finance secretary John Tsang's budget speech on Wednesday.

Ho, secretary general of the Hong Kong Alliance in Support of Patriotic Democratic Movements in China, told reporters he was merely browsing Tencent's website when the bikini photos popped up.

During his speech, Tsang said the city's GDP grew 2.9 percent in 2013 compared with 1.5 percent the previous year, and is expected to expand between 3 and 4 percent in 2014, according to Reuters.
