Eleven construction workers are dead following heavy rain and flash floods in Shenzhen on the evening of Thursday, April 11. In total, three people died at Xiangmihu in Futian District, while eight workers died at two seperate sites in Luohu District

Rescue missions were underway since the evening of April 11, when the construction workers were washed away by rising water. The final missing construction worker was found on Saturday, April 13 at 1.08pm according to Luohu District Emergency Management Bureau

In the aftermath of the floods, media outlets are now pointing towards four individual yellow weather warnings issued by Shenzhen Meteorological Bureau for wind, lightning, rain and hail between 7.10-8.10pm on April 11. The deceased construction workers apparently ignored these warnings and continued to work through the rainfall, thereby bringing about the fatalities.

According to a report by Beijing Youth Daily, the construction workers in Futian District were working on a river-dredging project with China Water Resources and Hydropower Engineering Bureau Co., Ltd. Futian District authorities have ordered that the project be temporarily shutdown after the disaster, while authorities conduct an investigation and inspection of the project.

Yin Xuekang, the deputy director of Futian District Water Affairs Bureau, told media that the company working on the river-dredging project at Xiangmihu did not anticipate the intensity of the rainfall on Thursday evening.
