The Wind Rises is based on the real character of Jiro Horikoshi, chief engineer of many Japanese fighter aircraft designs of World War II. It is historical that despite his direct involvement, he was personally strongly opposed to what he considered a futile war.
The movie explores the struggle of a person who is just following his dream - designing airplanes, however he cannot stop the destructive use that the fascist regime is going to make of them.

Powerful technologies have powerful consequences. Some can be foreseen, some cannot. All of them are an attempt to bring dreams into reality.
