Late last month we reported on a move by local authorities to shutter second floor and mezzanine areas in a large selection of bars and restaurants (as well as other businesses) in Zhujiang New Town. In that story we mention that Guangzhou staple 13 Factories had closed its doors, a point that now requires an update…
Cue the fireworks and sparklers: our beloved 13 Factories is back in business! According to a statement provided to That’s by 13 Factories proprietor Justin:
“Closing our second floor has been hard, not just for us but for every storefront affected. Rents in the area are quite pricey and it’s especially hard when the large majority of seating is on the second floor. Hopefully this is a temporary situation. Luckily, we have a cozy first floor seating area.”
That’s right, you can once again indulge in Fac’s juicy minced duck burger (see below) and hearty jambalaya rice bowl while kickin’ it in the establishment’s ground floor dining area.
The full menu is still available, according to Justin, and previous promotions (weekday lunch, weekend brunch and a daily happy hour special) are ongoing.

Additionally, the eatery has added weekday breakfast and is still offering deliveries through KKRabit and Meituan. According to Justin:
“We have finally added weekday breakfast, tentatively Monday to Friday from 8-11am, now that we are no longer understaffed. We still have takeout and delivery services to help our fans get their Fac fix. Along with our KKRabbit delivery collaboration, we can now be found on Meituan as another option for convenience. ”
Other nearby restaurants affected by the second floor clampdown are also trudging on. According to Social&Co’s Aaron McKenzie, “nothing has changed” since our last article and the team at Social&Co are working to navigate the new rules. All of Social&Co’s regular specials and promotions are still available.
Next door to Social&Co, Bravo Brewing’s proprietor Wayne Shen tells us that the bar’s second floor was previously used to host private parties and client events, something that is no longer possible. Events at Bravo can now only be held at the big table on the establishment’s ground floor.
“Business [has] dropped a little and we expect it [the second floor closure] will definitely affect us much more during the busy season,” says Shen. “And the closure has made some weird impressions for clients, who might think we have encountered some ‘big issue’ about fire or safety.”
Over at Morgan’s Public House, things have carried on as best they can, with the pub still hosting events, both public and private, and offering its standard daily specials.
“I just hope whoever made the decision to close all the second floors can give everyone a chance to get their buildings up to the standards and regulations required to open back up,” says Morgan’s own Captain Johnny Morgan. “Otherwise there’ll be a lot of closures.”
