Eccentric Chinese billionaire Chen Guangbiao (who is in New York to host a charity luncheon for 1,000 poor and destitute Americans who he will give $300 AND sing 'We are the World' to... and maybe buy The New York Times) has also been giving $100 notes to the homeless and street artists.

Some, however, turned his offer down...

Eccentric Chinese billionaire has announced in an ad in The New York Times that he is “teaming up with a famous American charity to host a charity luncheon for 1,000 poor and destitute Americans, who each will receive 300 dollars.”

Recycling tycoon Chen Guangbiao is the Chinese multi-millionaire who wanted to buy the New York Times. Outside of his fledgling media venture, he is probably best known for what he calls his "flashy" style of philanthropy, and accompanying bizarre publicity stunts.
