Macao Implements Strict Measures to Prevent Underage Alcohol Consumption

Starting from November 6, Macao has begun implementing stricter measures to prevent and control the consumption of alcoholic beverages by minors under the "Lei de Controlo de Bebidas Alcoólicas" (Alcohol Control Law).

On the first day of enforcement, the authorities issued the first penalty notice.

These enhanced regulations include:

  • Prohibiting the sale or provision of alcoholic beverages to anyone under the age of 18. If there are doubts about the age of the purchaser or the person receiving alcoholic beverages, sellers or providers must request identification documents. If the age cannot be confirmed or there are suspicions, the individual is presumed to be a minor, and the sale or provision of alcoholic beverages must be refused.

  • Establishing clear signage prohibiting the sale or provision of alcoholic beverages to minors in establishments that sell or provide alcoholic beverages.

  • Commercial establishments that offer self-service must clearly designate and mark areas for the display of alcoholic and non-alcoholic beverages. Advertisements for alcoholic beverages should contain warnings and compliance statements in Chinese, Portuguese, and English.

According to the Macao government's report, law enforcement personnel have conducted inspections at a total of 164 locations, including retail shops, restaurants, and places frequented by minors. 

During these inspections, one case was identified where a restaurant allegedly provided alcoholic beverages to two minors.
