Dozens of factory owners in Wenzhou, Zhejiang province were forced to swim in the city's East River on February 17 as punishment for polluting the water.

According to China News, the East River's once smelly, black water is much improved from last year, but still has a long way to go. It was hoped that the factory owners' dip would drive home the need for pollution controls.

Last year, a Zhejiang official was offered 200,000 yuan ($33,000) to swim in a polluted river; he refused.
