What Does China's Dog Crackdown Mean for Guangzhou Pet Owners?

The big news the past couple of days has revolved around an ongoing crackdown on dogs, dog owners and stray canines in a number of Chinese cities, most notable among them: Hangzhou. But what does the recent clampdown mean for dog owners in Guangzhou? And what are Guangzhou’s dog regulations? We’re here to fill you in…

According to a staffer at the Guangzhou Public Security Bureau, there are currently no plans in place to implement a curfew for dogs in the city. At present, we are aware of two cities that have implemented restrictions on dogs in public: in Hangzhou, where dogs can only be walked from 7pm-7am, and in the autonomous prefecture of Wenshan, where dogs must be inside between 7am and 10pm.

Staff at the Guangzhou Public Security Bureau do want to remind dog owners of the following four points:

  • Dogs must be vaccinated. If they are not, they must be kept indoors

  • Dogs involved in an incident that resulted in human harm in the last three years are not allowed in public

  • Dogs in Guangzhou should be walked on a leash

  • Dogs need to be registered by the time they are three months old and failure to do so will result in penalties

If you are a dog owner and have not registered your pet, we strongly encourage you to do so. It’s easy to do (although there is a processing period of 15 days, so we can’t say it’s quick, unfortunately) and we have a handy step-by-step guide on how to make your pet legal that you can view here

While reports have surfaced of dogs being rounded up – and in some cases killed – out of cities like Hangzhou, we have yet to receive any verifiable reports of this happening in Guangzhou. Still, we highly recommend you do not let your pet outside of your home or apartment without accompanying it.

A member of Animal Action Guangzhou also suggested we remind our pet-owning readers to be nice to authorities, as losing patience can escalate any situation quickly.

Finally, we’ll leave you with this piece of sage advice: please remember to clean up after your pet! Failure to pick up dog waste was one of the major targets of last year’s so-called ‘toughest campaign ever’ to regulate irresponsible dog ownership in Guangzhou.
