CCTV footage began circulating online this morning of a three-year-old child's savage beating in Yan'an, Shaanxi Province.

In the one minute and forty-four second long clip, a man is captured randomly kicking a small boy to the ground as he was sweeping the street side. For the remainder of the video, the man then kicks and stomps on the child's head continually as he lies on the pavement.

Two pedestrians present in the first frames walk off as the attack begins behind them, while another passes casually later. A man on a scooter slows down to watch as the man thrashes the boy with a shovel, then speeds off. The man finally relents when the child's family members emerge and chase him away.

Over 35 million people across the country had watched the clip by dinnertime today, with cries of outrage seeming to dominate all channels of the Chinese internet.

The Luochuan County police division then announced on their Weibo account that the child sustained fractures to his skull but had not suffered any serious injuries, and has already been released from hospital and returned home since the incident, which occurred at 8:43pm on the night of May 4.

His attacker, meanwhile, remains in police custody and is currently undergoing psychiatric assessment. According to the official statement, he suffers from "mental illness."

To the millions of netizens shocked and angered by footage of the assault, however, this did nothing to absolve him of his crime.

"This type of scum shouldn't be left to live among us!" one netizen railed, while sentiment elsewhere pointed the finger at his family members as well: "If you know there's a mad dog at home why don't you tie him up?"

Earlier this week, another national discussion took place after a man was filmed brutally attacking a female motorist on a Chengdu road, repeatedly kicking her dead as she was on the ground. In this instance, however, the majority of netizens polled actually supported the attacker.
